CPC Systems partnered with Network Rail to deliver a comprehensive ‘inspection interval’ review using an applied data science approach.
Advances in condition monitoring, fault detection, and applied data science presented an opportunity to take a fresh look at inspection frequencies to optimise resources, manage risks, and improve overall efficiency.
Network Rail wanted to develop a modern, risk-based inspection approach that:
- Quantifies risks: Aligns inspection intervals with degradation rates and associated risks to prevent undetected faults from escalating into critical issues.
- Optimises resources: Avoids inefficiencies caused by unnecessary inspections and repeat verifications.
- Targets hotspot areas: Identifies and prioritises fault-prone sections of track for additional monitoring and intervention.
- Harmonises schedules: Aligns inspection frequencies with planned maintenance access to reduce operational conflicts and improve utilisation.
This required a robust evidence-base underpinned by applied data science, integrating data analysis, risk modelling, and insights into actionable recommendations.

CPC’s Role
Leveraging extensive historical datasets and technical expertise, CPC provided evidence-based recommendations that balanced safety, efficiency, and operational resilience. We worked closely with Network Rail subject matter experts to bring together our strengths with their knowledge and vision. Key elements of CPC’s role included
- Risk Profiling with Data-Driven Insights: Analysed 10 years of ultrasonic data and 2.5 years of track geometry data to identify degradation patterns, predict fault growth, and highlight risk hotspots.
- Optimising Inspection Frequencies: Proposed interval adjustments tailored to track categories and fault criticality, reducing over-inspection while maintaining safety.
- Aligning Maintenance Planning: Recommended harmonisation of inspection schedules with maintenance windows to improve track access efficiency.
- Targeting Fault Hotspots: Delivered risk heatmaps to pinpoint high-risk locations, enabling focused interventions where they deliver the most value.
CPC’s collaborative approach ensured practical and sustainable solutions that align with Network Rail’s operational needs and long-term objectives.
The Outputs
CPC provided Network Rail with the tools, data and insights to modernise its inspection regime, including:
- Revised Inspection Intervals: Evidence-based proposals for risk-optimised testing frequencies.
- Heatmaps and Risk Models: Visual tools highlighting fault-prone areas, enabling targeted inspections and proactive interventions.
- Actionable Data Insights: Enhanced data integration and predictive capabilities to inform smarter decision-making.
- Standards Recommendations: Guidance on updating inspection standards (NR/L2/TRK/001/mod06 and mod11) to reflect modern risk management practices and applied data science.
The Outcomes
The implementation of the proposed changes is ongoing. CPC’s work has laid the groundwork for a safer, more efficient and better-targeted inspection regime founded on a strong quantified understanding of risk. The project has provided Network Rail with:
- A robust evidence-base for revising inspection intervals, reducing unnecessary inspections and increasing coverage of riskier track types to ensure resources are directed where they are most needed.
- Improved operational planning, with aligned inspection and maintenance schedules minimising disruption.
- A better understanding of fault hotspots, allowing for targeted interventions that address key risks.
- A proven foundation and methodology for future performance and safety improvements by providing the data and the evidence to continue moving away from a one-size-fits-all approach to maintenance standards.
