Heathrow Airport Limited (HAL)’s sustainability strategy seeks to improve air quality, reduce congestion and traffic impacts on its local communities.
The Terminal Drop-Off Charge (TDOC) project forms part of its de-carbonisation masterplan and surface access strategy to improve the mode share of sustainable forms of transport, as well as raising revenues to reinvest in alternative sustainable transport options.
At present, vehicles entering and exiting the terminal drop off facility are detected using Automatic Number Plate Recognition (ANPR) technology. However, there is an increased number of vehicles fitted with non-standard number plates with the aim to confuse the camera for non-charging enforcements.
This project covers the replacement of 24 x existing TDOC ANPR cameras with new cameras which can detect reflective plates.

CPC was appointed by Heathrow Airport to act as client-side Project Manager, responsible for the overall delivery of the camera replacements as well as several TDOC scheme improvements to increase the scheme performance and customer experience including:
- Improve the efficiency of resolving orphan records.
- Implementation of improved interterminal exemption process of TfL taxis
- Resolve customer expectations around payment options.
CPC worked closely with the client to understand the needs and requirements to best deliver the needed improvements. CPC’s ability to adapt to change and be flexibility in their approach to delivery allowed for the successful delivery of the commission.
